The New Computerised Transit System (NCTS) will be replaced in the Netherlands by the new application: Douane Vervoer Applicatie (DVA). All companies should transition by 1 October 2024. A new approach to penalties, in relation to assessments following the customs procedure transit, has been introduced as well.

What does this mean for your company?

Especially in relation to the use of the new application, companies will be faced with adjustments to their systems, additional data elements being required as well as changes in the messaging. Companies will need to check how and from where they will be able to obtain the additional data elements as well as how their processes/procedures may be affected due to the changes in the messaging. 1 October 2024 is the ultimate deadline for companies to start using DVA.

The general process of transit will not change. There will also be no changes in relation to the authorized consignor and consignee licenses.

Background

DVA

The new application is being introduced to comply with the legislation as laid down in the Union Customs Code (UCC), since the current system NCTS does not comply. The timeline as announced for the introduction is as follows:

  • Spring 2024 – Dutch Customs to provide instructions on how to use the new system;
  • March 2024 – the IT test environment (BTO) will become available;
  • As of 1 July 2024 companies will be able to start using DVA;
  • As of 1 October 2024 all companies need to have transitioned from NCTS to DVA;
  • 1 December 2024 NCTS will be closed.

Penalties

Dutch Customs has announced that for all transit declarations issued on or after 1 January 2024 that result in an assessment, a penalty will be levied as well. Depending on the type of the offense (omission, intent or gross negligence) the height of the penalty will differ.
